Testament of Sister New Devil, or as I like to call it, “The lazier High School DxD” is an ecchi anime. It makes that more than apparent, and it tries to do the thing that DxD does where is also has a competent action plot. However, while both frequently get distracted like an ADHD rabbit off their adderall by the boobs and butts of its large female cast, it does at least make for a pretty comical watch, though a pretty mid action anime.

If you finished both season of Testament of Sister New Devil as well as the Departures OVA that does cover some story, you can technically start the light novel at Novel 9.
However, it is strongly recommended that you read the light novels from the beginning because of how much it slices out of the story.

Testament of Sister New Devil actually has two manga series, but neither are something you can use to continue the anime story.

The Testament of Sister New Devil Arashi manga covers content from eight light novels, which is what the anime+OVA covered, but it also injects manga-only elements and, again, has a manga-original ending. While Arashi covers story moments from novels 1-8, it skips much of the plot and action in between. Arashi is more lewd ecchi slice of life than the ecchi action story that you get with the light novels, original manga, and anime.

By the end of the Testament of Sister New Devil anime, you will be missing enough information about the world, characters, and story that it will actually be kind of difficult to move forward and understand the plot.
