All three OVAs are canon content, and the adapt:

While the only chapters the Midnight Occult Civil Servants anime skipped are adapted in OVA 3, the Midnight Occult Civil Servants did also inject a decent amount of anime-original content, including its final episode. Furthermore, the Midnight Occult Civil Servants anime also re-arranged the chapters it adapts.

Aside from that, the series does adapt the content well. You don’t need to read the series from the beginning unless you want to.
