The first season of the anime does rearrange the chapters it adapts, but doesn’t skip very much. The second season, though longer in episode count, does actually skip around a lot more and skip a lot more.
As season 2 skips so much, it is recommended to, if not read the manga from the beginning, then start where Season 1 left off. That said, Hozuki’s Coolheadedness is a comedy series and there’s not much of a plot to it aside from jokes. So you can also continue on with the story just fine too.
