I heard this rumor once, and I have no idea as to if it is actually true, but I read that the response to the Black Bullet anime was so bad in Japan (and worldwide) that the light novel author lost all his drive to actually continue the series.
Now, the Black Bullet anime has a ton of problems, but the anime studio did that to itself with how much content they tried to adapt in 13 episodes.

What to Expect From The Black Bullet Source Material Compared to The Anime?
Five light novels of content in 13 episodes of anime is ridiculous, thus it made the anime more subpar than it needed to be. I recommend reading the light novels from the beginning, although the series is on “indefinite hiatus/dropped by it publisher/canceled” so there are only 7 light novel volumes anyway.
To be a Black Bullet fan is to be unhappy, I guess.
