The only true problem with Pumpkin Scissors is that the anime suffers from a lot of filler. The anime, while re-arranging some events slightly, does adapt the manga in a pretty linear way. The issue is that in-between canon events, there is a lot of anime-original content stuffed in there.

If you believe you can just sort of disregard a lot of what happened in the anime version of the story prior, you can technically jump into the manga, but it might be easier to read the series from the beginning. In doing so, you would get the concise order of events without worrying what bits were and were not filler.
